KASI Guidelines

> Length of Games*:

U10-U12  40 Minutes
U14  50 Minutes
U16-19   50 Minutes

*Assumes a full field event, game lengths may be adjusted based on the number of teams entered and field utilization.

All games will be played using the AYSO Method of substitution. The referee will stop their watch for one minute to allow substitutions at a stoppage in play. No coaching is allowed during this period. Player time will be tracked to ensure each player plays an appropriate time in each game.

> Registration/Check-in Procedure

There will be two registration tents at the event. A layout map showing your tent assignment will be sent as part of the coaches event packet. All teams must be present at their tent no less than 1 hour prior to start of their first game for registration. All players must be listed on the current KASI Team Roster. Changes to the team made after acceptance of the teams entry in KASI require a re-submission of the new roster complete with the Regional Commissioner's signature. This can be done anytime prior to and including the team's event registration. Changes will not be allowed without Commissioner sign off. Only one final roster will be accepted at registration.  There will NOT be any changes allowed to any roster after initial check in.  You are not required to check in again, unless you have players who were not available at the initial check in.

All teams will be required to have AYSO individual player registration forms available at registration. All players must be in their complete uniform with proper equipment, and have an alternate jersey with them.

Each player will be given a wristband at registration. This wristband will need to be presented at the start of each game as part of the referee uniform and equipment check. If a player loses their wristband they must come with their coach, in uniform, to their assigned registration tent to receive a new one.

The layout map you receive will also indicate areas that teams and parents are allowed to put up temporary shelters or tents. If tents are placed in any area other than those indicated on your complex map, you will be asked to relocate them accordingly.

> Team Uniform/Equipment Guidelines

Each player must have one primary and one alternate jersey. The primary jersey should be the teams house AYSO uniform worn during their region season. It must have the AYSO logo on the front and player's number on the back. Sponsor's names may be present on the jersey per AYSO requirements. The alternate jersey must be all of the same color, which must be different than the primary jersey. It can be as simple as a white T-Shirt with the number written on the back in magic marker. The only other requirement is that the alternate jersey number be the same as on the primary jersey. Reversible jerseys satisfy the 2 jersey requirement. Goalies are required to have a shirt that distinguishes them from their teammates. Matching shorts and socks are required for all players on the team. ALL jerseys MUST have sleeves.  All uniforms must be in compliance to AYSO Rules and Regulation and FIFA Laws of the Game. 

AYSO compliant shoes and shinguards must also be worn. AYSO regulations regarding jewelry, hair, hats, sliders and braces will be adhered to. Players with casts or splints may not participate.

> On-Field Final Check In

Teams are to be at their game field 15 minutes before the start of the game. Each time must be able to provide a game ball consistent with AYSO guidelines for that division. The referee will check each player's uniform, equipment and wristband before each game. Referees will make the final decision as to the acceptance of the uniform and safety of equipment. The final check and coin toss must be completed prior to the scheduled start time of the game. Games must start on time. There must be a minimum of 7 players present for full side games, and 5 present for short side games. There will be a 10 minute forfeit rule, by which games must start within 10 minutes of the scheduled start time of the game. Teams not having the minimum number of players at this time will be charged with a forfeit. Players may be added at normal stoppage of play once the game has started with permission of the referee.

> Coaches and Spectators

The first team listed on the schedule will be considered the home team and the teams should be on the East side of the field for games. Spectators should be on the west side of the fields. ALL coaches need to be AYSO Safe Haven certified.

Coaches and team members must be at least one yard from the touch line at all times. Spectators should be at least 3 yards from the touchline.

Coaches are responsible for attending to injured players, with permission of the referee. It is up to the referee to stop play for an injured player. Parents should not come on the field unless waved on by the coach with the permission of the referee.

Effective in 2009, ALL coaches will be required to be trained (certified) in the age appropriate level at which they are coaching.

> Coach, Player and Spectator Behavior

All participants in this event are expected to behave in a manner consistent with AYSO Kidzone philosophies. Each team and its supporters will be graded on their level of sportsmanship. The sportsmanship points earned by each team will serve as the primary tie-breaker used to determine which teams advance to single elimination play.

Spectators will not be allowed to be disruptive during the games or to make negative comments, noises or gestures directed toward players coaches, referees or tournament officials. Inappropriate behavior may be subject to dismissal from the event without prior warning.

> Officiating

Referees shall check-in at the referee tent with the referee scheduler at arrival to the event.  The Diagonal System of Control as prescribed by FIFA, USSF, and AYSO will be used for all games.  Referee decisions are final regarding match play.

> Laws

The games will be played under FIFA rules and AYSO rules and regulations as adapted for use by AYSO Region 211. It is the responsibility of the coach and their team to know and understand these rules. Two rules of note: 1. Slide tackling is prohibited in this event. Violation of this will be considered a penal foul. 2. Offside will be enforced in U10 Divisions and above. 3. Penalty kicks will be awarded for penal fouls occurring inside the orange penalty area in U10 games.  The penalty kick will be taken from the penalty box boundary centered in front of the goal. 4. In U16-19 Coed Division ONLY, when the ball is put out of play on the side lines the restart will be a kickin at the point the ball went out of play. (no throwins)   5. In U16-19 Coed Division ONLY, when the ball is out of play at the end lines a goal kick or corner kick will be awarded all goal kicks will be taken from the end line. (not the goal box)

> Misconduct

If a "Caution" or a "Send Off" is given during the game, the referee will make out a report at the referee tent immediately following the game. Forms will be available at the referee tent.  Player Sent off will remain quietly on the bench. An adult ejected will leave the vicinity of the field. The tournament director may penalize multiple cautions, any send off or ejection up to and including the balance of the event based on the severity of the incident.

> Game Cards

Game cards must be filled out in player number order before the game by each coach. Completed game cards are to be turned in to the referee at the beginning of each match.  The referee will then turn the completed cards into the referee tent. 

> Overtime

Ties will be allowed in pool play. In the single elimination, if a tie occurs after regulation play, 2x10 minute overtime periods will occur.  The start of the overtime period will begin with a coin toss with the away team making the call.  If at the end of the two overtime periods there is still a tie, the game will be decided using penalty kicks in accordance with FIFA rules.  NO "SUDDEN DEATH".

> Event Format

All teams will participate in three games of round robin pool play.  At the conclusion of pool play teams in these will be selected to participate in the single elimination of the event beginning Sunday morning.  Based on an 8 team division the teams will be split into two pools.  The top 2 teams in each pool will advance to medal play.  Wild cards may be used in the case that divisions that do not have the requisite 8 teams entered.  Determination of Wild Card teams advancing and any tie breaking required will based on the performance ranking criteria outlined below.  If less than 8 teams are enrolled in a division, pool play will consist of a random round robin schedule with the top 4 point getting teams advancing to the medal round.

> Performance Ranking Criteria (in order of consideration)

  1. Overall Record within the pool
  2. Number of Sportsmanship Points Awarded during pool play
  3. Head to head competition between tied teams
  4. Fewest Total Goals Allowed during pool play
  5. Coin Toss

> Game Cancellations - Weather Related

The tournament director or referee has the authority to suspend play in the event of lightning. Tournament officials will make decision to suspend play for any other reason. A horn will blast indicating stoppage of play. At this point there will be an immediate 30 minute suspension of the event. It will be up to the discretion of the tournament committee to determine the course of action beyond that point. Every attempt will be made to play the event to the entirety of its schedule. There is no rain date in case of extreme, extended weather situations. In the very unlikely event of a total weekend washout we will attempt to refund as much of the tourney entry fee as possible. This will be based on the expenses not incurred due to shortening of the tournament.

> Miscellaneous

No pets are allowed on the complex at any time.

Use of alcohol or tobacco products on the complex property is prohibited.

Due to space limitations and congestion, Recreational Vehicles or any vechicle taking more than one parking space will not be allowed in the main parking lot.  We will attempt to make other parking arrangements and will announce them as the event date approaches. 

 

Grills of any kind are not allowed on the complex property.

All decisions of the Tournament Director and or Tournament Committee are final. No protests will be allowed during this event.
